Where and how can it run?
Negotiate atomic resource leases against a coherent resource snapshot. Mechanical, electronics, battery and skin-contact thermal envelopes remain distinct. An apparently efficient plan is rejected if it violates a hard feasibility boundary.
Bounded telemetry
The real-time path uses a bounded in-memory telemetry ring rather than blocking on nonvolatile storage. Lower-priority export may serialize records for later analysis without owning the control loop.
Zero policy authority
The Fabric cannot infer consent, mint a grant or overrule SPARTA. It evaluates feasibility only. A resource lease and an execution token must agree before a destination controller performs an action.
