The layered shell
The proposed stack separates a lucent fairing, peripheral sensors and actuation, a pressure vessel, and protected avionics. The outer appearance must not be confused with the structure keeping an environment out.
Different environments, different hardware
Air, water and vacuum require different propulsion, sealing, thermal and navigation solutions. Underwater operation, independent orbital motion and a visibly floating orb are separate engineering questions; one appearance does not demonstrate all three.
A trustworthy viewpoint
A HALO observation carries identity, capture time, connection state and available confidence. Replay remains visibly recorded. Adaptive optics, range sensing and physiological observations require suitable sensors and validation.
